Robert E. Axley, P.E., LEED AP
President / CEO
Bob is a mechanical engineer with over 30 years of experience in medical facilities, schools, offices, municipal buildings, and operations and maintenance centers. Bob has led many notable projects, many of which have earned a LEED rating, including: the Redmond Campus Facility, Lake Washington Technical College, Redmond, WA, LEED Silver Certified and Seattle City Hall, City of Seattle, Seattle, WA, LEED Gold Certified.
He is an active member in the American Council of Engineering Companies (ACEC) and Washington State Society for Healthcare Engineering (WSSHE).
He holds a Bachelor of Science in Engineering from the University of Washington. Bob started his career as a Mechanical Engineer in the Steam Turbine Division of the Westinghouse Corporation in Philadelphia, Pennsylvania. In his 3 years at Westinghouse, he worked on field performance testing of large steam turbines in numerous commercial power plants across the country. Prior to joining Wood & Associates in 1979, Bob spent 3 years as a Project Manager for the U.S. Navy in their Western Division of the Naval Facilities Engineering Command in San Bruno, California.

Philip H. DeBels, P.E., LEED AP, CSBA
Vice President, Mechanical Engineering
Phil has more than 35 years of experience in mechanical engineering. He has completed heating ventilation and air conditioning, plumbing, and fire protection system designs for airports, K-12 schools, community colleges, universities, sports arenas/physical fitness clubs, office buildings, computer and communications facilities, industrial and assembly facilities, weapons handling facilities, maintenance shops, and medical/laboratory facilities. His expertise also includes overseeing steam distribution piping design, heating water and chilled water distribution piping design, Energy Life Cycle Cost Analysis (ELCCA), LEED certification processes, and mechanical system master planning.
He is a member of the American Council of Engineering Companies (ACEC), American Institute of Architects (AIA), American Society of Heating, Refrigerating and Air-Conditioning Engineers (ASHRAE), American Society of Plumbing Engineers (ASPE), International Code Council, U.S. Green Building Council (USGBC), Washington Association of Building Officials (WABO), and Washington State Society for Healthcare Engineering (WSSHE). He is a Certified Sustainable Building Advisor and a LEED Accredited Professional.
Phil received his Bachelor of Science in Mechanical Engineering from Seattle University. He began his career at the Western Division of the Naval Facilities Engineering Command, then went on to work for the Bangor Trident Submarine Base OICC (Officer-in-charge of construction helping to oversee design, construction, and commissioning of mechanical systems).

Bruce G. Alward, P.E.
Vice President, Electrical Engineering
Bruce is Wood Harbinger’s Vice President of Electrical Engineering. With over 35 years of experience, Bruce is well-versed in areas of electrical construction, design engineering, and plant engineering. He has hands-on experience with large site distribution systems, facilities maintenance, construction, and laboratory engineering.
Bruce’s contribution to the industry includes several publications; notably, Power Quality the Nuts and Bolts Approach, which was presented to the International Joint Power Generating Conference, addressing the causes and impacts of power quality problems and practical approaches to address these problems.
Among his long list of professional affiliations, Bruce is an active member of the Society of American Military Engineers (SAME), American Council of Engineering Companies (ACEC), and Washington State Society for Healthcare Engineering (WSSHE). At the 2006 WSSHE conference, Bruce was awarded Associate Member of the Year for his work supporting hospitals throughout Washington.
Bruce’s background in electrical engineering is uniquely comprehensive, having started out his career as a line-man. After deciding to move into the design field, he attended Michigan Technical University and attained a bachelor’s degree in Electrical Engineering.

Vice President, Industrial Systems
Bill has over 30 years experience in mechanical design and project management. His broad range of experience includes central power plants, office buildings, petroleum refineries, medical facilities, natural gas compression, transmission and distribution facilities, housing complexes, mess halls/kitchens, and computer centers.
He is an active member in the American Council of Engineering Companies (ACEC) and the Society of American Military Engineers (SAME).
He received his Bachelor of Science in Mechanical Engineering from California State Polytechnic University. He started his career in the petroleum industry working on many of the worlds largest oil refineries. In addition to refinery work, Bill’s petroleum experience includes work on off-shore platforms; supertanker terminals; oil field gathering and separator facilities; oil/gas pipelines; gas compression stations; and petrolium, oil, and lubricant storage.
