Waterfront Security Force Facility, Naval Base Kitsap - Bangor, WA
Wood Harbinger initially provided a Site Engineering Investigation (SEI) Report for project P-971. The SEI Report provided pertinent information to be used in preparation of the construction documents. Following the Parametric Cost Estimating review of the original MILCON, Wood Harbinger provided the complete mechanical and electrical design of the facility.
The project is a 13,200 SF single-level, Waterfront Security Force Facility, to accommodate an 80-person rapid response security force. The building is a ballistic hardened, reinforced concrete structure. The facility is occupied 24 hours a day, 7 days a week, and includes berths, locker and shower facilities, briefing room, mess with a full galley, recreation lounge, perimeter monitoring room, dispatch and operations rooms, utility spaces, and garage space for four vehicles. The roof is designed as a defensive fighting position and Anti-Terrorism Force Protection provisions for personnel entrances and mechanical systems are provided.
The design provided complete underground electric, communication, and security duct bank systems including an underground utility vault for the 12.47 kV electrical equipment. The electrical service is engineered as an underground 12.4 kV, N-3 configuration and all electrical and communications services are fully underground.
This design also allows the addition of two more levels of failure. This will be accomplished with a future dedicated emergency power generator and an additional underground utility-grid feeder without compromising day-to-day operations of the facility.
The facility is fully air conditioned by a variable volume air system and heat pump except for the garage spaces with Direct Digital Control (DDC) systems and connection to the Base Management system. The facility has full red and white lighting systems and conditioned/un-conditioned power systems. All exterior doors are secured with key card or remote access control electronic security devices. The adjacent site and the exterior building doors are camera monitored. The adjacent Limited Access Area fencing will be monitored and powered from this facility in the future. Site features include fencing, Runner Road improvements, site utilities, and lighting. This project also upgraded Greenling Road, including road widening, paving, striping, and storm water control.
