Wood Harbinger was the prime consultant to the Port of Seattle for a feasibility study and
cost estimate to relocate the petroleum berth at Terminal 18. The project included
seven 12-inch pipelines serving a new petroleum berth used to ship and receive up to
10,000 barrels of gasoline, diesel, and bunker fuel an hour.
The scope included determination of site conditions, vessel berthing plan, pipeline routing, pipeline
configuration, pipeline design standards, environmental conditions, capital cost estimates, and
life-cycle costs for several options.
We conducted a series of meetings which led to an agreement among the three interested
parties, the Port of Seattle (property owner), Stevedoring Services of America (Terminal
18 operator), and GTC (petroleum terminal operator and pipeline owner).
